Opportunities through the EPA’s Greenhouse Gas Reduction Fund
The Environmental Protection Agency’s $27 billion Greenhouse Gas Reduction Fund (GGRF) is the single largest non-tax investment within the Inflation Reduction Act to build a clean energy economy while benefiting communities historically left behind.
In April 2024, CCEF was announced as a sub-recipient of the GGRF’s National Clean Investment Fund through our partnership with the Coalition for Green Capital. We anticipate receiving over $100 million to put toward various project types, including distributed energy generation and storage, net-zero emissions buildings, zero-emissions transportation, and more.

Commercial & Industrial
At CCEF, we specialize in supporting small business owners, property owners, developers, and non-profit community organizations by offering accessible clean energy financing solutions. Eligible measures include solar PV, battery storage, HVAC upgrades including heat pump technologies, EV charging infrastructure, LED lighting and any initiative that leads to reduced utility costs, decreased greenhouse gas emissions, increased electrification and/or electrification readiness. To expand access to clean energy finance, we offer longer loan terms, below-market interest rates, no prepayment penalties, and low origination fees. As a non-profit community lender, our focus is on filling financing gaps to empower our borrowers and accelerate clean energy adoption.
Municipalities & Local Governments
CCEF provides clean energy financing options to municipalities, state and local governments — including cities, counties, school districts, public universities, hospitals, and political subdivisions. Our tax exempt financing solutions can accommodate non-appropriation obligations and provide a bridge to “direct payment” of the clean energy tax credits. Even smaller projects can qualify for attractive financing terms. Eligible measures encompass a wide range of project types, including solar PV, battery storage, EV charging infrastructure, and heat pump technologies.
Affordable Housing
CCEF programs address gaps in financing, making loans for clean energy and energy efficiency improvements accessible and equitable. The Affordable Housing Loan program is designed for the affordable housing sector, specifically multifamily and single-family residential units serving tenants at 120% or less of Area Median Income.
Process
CCEF will originate this program in partnership with Impact Development Fund as loan underwriter and servicer.
