Energy bills aren’t just another monthly expense. For thousands of Colorado households, they can determine whether a family stays warm in winter, cool in summer, or safely housed at all. That reality sits at the heart of Energy Outreach Colorado’s (EOC) work, and it’s why access to financing can be just as critical as the programs themselves.

This Partner Spotlight is the first in a series highlighting the real-world impact of EOC projects made possible by funding from the Collective Clean Energy Fund (CCEF). We spoke with EOC Executive Director, Luke Ilderton,  to show how the right capital, at the right moment, can translate into safer homes, decarbonized buildings, and stronger communities.

Meeting People at Their Most Vulnerable Moments

Energy Outreach Colorado’s mission is profoundly simple: ensure that all Coloradans can afford their home energy. In practice, that means stepping in when households are facing utility shutoffs, growing past-due amounts, or failing heating systems. These are moments when losing utility service can trigger a cascade of consequences.

“If you lose utility services, it can absolutely destroy your life. It’s far cheaper and more humane to help people stay afloat than to pull them back from the brink.” says Luke Ilderton, the Executive Director of Energy Outreach Colorado

EOC’s crisis services keep electricity, gas, and heat running when families need it most. But the organization doesn’t stop there. While immediate bill payment assistance is essential, EOC also focuses on reducing future financial risk by investing in energy efficiency, electrification, and long-term affordability solutions like community solar.

Beyond Bills: What Energy Upgrades Really Change

For the people EOC serves, the benefits of energy upgrades go far beyond savings on a utility bill. In single-family homes, weatherization and equipment replacements often deliver something residents haven’t experienced before: security and comfort.

“People can finally keep their heat at a comfortable temperature. They stop worrying about their furnace failing during a cold snap or a surprise bill they can’t afford.”

In multifamily housing and nonprofit facilities, the impact can be even more dramatic. Longstanding issues like unreliable hot water, poor ventilation, or unsafe heating systems are finally addressed.

One example comes from a Denver-area shelter where residents were required to shower upon entry, but the building’s hot water routinely ran out within minutes. After EOC upgraded the building’s systems, showers stayed warm, air quality improved, and the facility became a safer, more dignified space.

These non-energy benefits are often the most meaningful outcomes of EOC’s work.

Why Flexible Capital Matters

As Colorado’s transition to clean energy accelerates, the cost and complexity of building upgrades have increased, especially for large, decarbonization-focused projects. Many of EOC’s utility-funded programs operate on a reimbursement model, meaning that EOC must cover construction costs up front and wait (sometimes months) for repayment.

That’s where CCEF funding plays a critical role.

Rather than diverting dollars away from emergency energy assistance, EOC uses CCEF financing as a bridge. Allowing projects to move forward while reimbursements are pending.

With CCEF’s support, EOC has been able to take on larger, longer-term projects without slowing crisis response or reducing services during periods of record demand.

A One-Stop Shop for Real Change

A common misconception is that affordable housing providers or nonprofits can easily manage these upgrades on their own. But in reality, housing preservation and retrofits are often deprioritized in favor of building new units, leaving aging systems to fail reactively.

EOC fills that gap by acting as a one-stop shop: bringing technical expertise, project management, and capital together so building owners don’t have to navigate complex upgrades alone.
